That is essentially true, with the caveat that if the positive of true open access had been willingly offered about a year earlier, it would have allowed us to try prove it, not him(proving a negative could have been nearly possible with examination, as a practical matter. But this was not forthcoming).

This is wrong. If Saddam had nothing, it was for Saddam to allow us to look, not to bring the then non-existent forth.
