No it's not. Bin Laden issued two declarations of war, one in, I believe, 1996, and then once again in 1998.

The fact is that the previous administration might have had all kinds of plans to do this or that related to Bin Laden, but few of them came to fruition.

And those that did, reeked of "wag the dog", such as the missle attacks against empty Afghan training camps and an aspirin factory.

While I would not have expected Clinton to invade Afghanistan, I do believe he mucked up the chance to grab Bin Laden in Sudan, at a time with Khartoum was attempting to redirect its political affiliations.

Clinton's administration was widely seen internationally as weak with regard to the threat of military force. This perceived weakness was seen as an opportunity by Al-Qaeda to make the US retreat even more.
