Another factor in the mass transit / highway issues has been the mis-design of the interstate highway system INTO cities instead of AROUND them. A second factor which does not get discussed, is racism/ flight ouot of central cities. Portland and Seattel work as cities because they are heavily white and economically homogenous. Portland's green belt laws would not exist in Boston, Atlanta or most US cities. **************** Many of the portable classrooms are expensive and are leased at high rates. They won't last as long as a conventional building. Also, many school districts which need extra space for elemnetary school are "surprised" a few years later when they need extra space for high school...
