How to prove it....advertise your FSBO listing and state in ad that you wish to show it to "principals only." (Meaning buyers.)

Ask everyone who comes through the door whether they're a real estate licensee. (They are required to tell the truth about that).

Take any complaints you have to your state's real estate board or commission, which enforces the rules. Usually this regulatory unit is part of the state commerce department, or bureau of occupational licensing, or something like that. Probably easy to find on your state government's website.
