The soonest he can sell, IMO, is November 23.

Some mention has been made about buying and selling when Jerry does. I seem to remember back in the last runnup that Jerry was selling a number of shares in the 18 area (36 pre-split). I don't think his timing was that great since the stock went from that 36 area to 98 eventually.

Ed PS: no opinion on that other subject.
