it seems to me that if the dollar starts tanking, Asian CBs panic and buy Treasurys like mad. thus there is a strong bid under T's even though the currency drops.

Foreign CBs striving to prevent their currencies from rising too fast buy treasuries when the buck is sliding to support the greenback. Only the official sector would do this for big losses on these transactions are a no brainer if the treasuries are held for any length of time.
