How do Arabs become citizens? What is the balance in terms of numbers of voters? I assume that none of this applies to people listed as "Palestinian" -- is that correct?

By being born in Israel or by immigrating, and yes, some Arab immigration is allowed, chiefly for family reunification, though there have been moves to stop this after several Palestinians married Israeli Arabs to get into the country and launch terror attacks. In terms of people, there are about 5 million Israeli Jews to 1 million Arabs; I don't know the voter proportions exactly but the Arab ratio should be somewhat smaller as the Arab population is younger due to the extremely high Arab birthrate (6+ births per average woman, compared to 3+ for Jews).

Yes, it applies to Israeli Arabs inside the Green Line or in East Jerusalem, not to Palestinians in the West Bank and Gaza.
