MSNBC reports 94% of troops not getting paid on time and also not getting their health benefits, including WOUNDED troops. Some paychecks arriving 3 months late. Such gross incompetence demands the resignation of Rumsfeld who has been a complete failure ever since this war began. And Bush is responsible indirectly. Bush is also trying to cut all veterans benefits.
