Useless and incorrect. A perfect example would be crime. The poor are the most likely to be victimized by violent crime. The rich has the ability to protect themselves in a number of ways, by their own means - the poor cannot, except for maybe buying a gun for personal protection, and locking themselves in their homes after dark.
