Yes, GW refused a drug test in 1972 then went AWOL.
Though his supporters deny this (though not with a straight face) a large reward out been out to there for anyone who can prove GW reported for duty in those 13 months, and there have been no takers.

On Friday, November 14, after keeping the Senate open continuously for almost
40 hours, the Republican majority fell seven votes short of the 60 needed to
force confirmation of Janice Rogers Brown and Carolyn Kuhl to lifetime seats on
our appellate courts. This brings to six the number of Bush administration
nominees who have been blocked from taking lifetime seats on our courts,
where they could enact their extreme anti-environmental agendas for decades to
come.

Over the 40 hours, senators cited their concerns for the environment, as well as
communications from constituents like you, in opposing these nominees.
