Dept. inspects, and look at how long it took government to do the simplest, most common-sense thing: ban roadkill and 'down cows', deer, etc., from being rendered into cattle and chicken feed. >>> Let alone, going a further step and not permitting slaughterhouse waste from being re-introduced into our food chain... by feeding it to herbavores. (OK for dog food, or soap production, or fertilizer... but feeding meat scraps which might have bits of brain or spinal tissue in them --- because of the bolt method of putting cattle down --- to cows? ... I'd hardly call that 'effective health measures'.)
