William H Hueb, Now that I read your question again, I realize I misunderstood it the first time...

I was in a rush to go out and I was replying to the "vix" only portion of the question...

Now that I read it again I realize you were referring to the "Theta" (time decay) in it's relationship to a rising "vix"...

The answer to that is "yes", the option actually loses value faster with a higher "vix", although the "vix" creates higher prices...
