Good point too! They get the benefits FOC, and then have the nerve to ask someone to rein in development.
I can tell you about how Brazil consistently shoots itself on the foot:

It shoot itself in between the eyes with the Law of Informatics. Let me explain: In the late 70s they saw the prospects of computer technology and decide to close the market with the Law of Informatics.

They wanted to re-invent the wheel and dominated the whole chain. From semi-conductors to networks. That created a group of firms that extorted profits out of the businesses. A whole generation was denied the benefits of getting used to the technology. Firms and businesses could not benefit from the efficiencies of PCs.
GM could not put a single chip in its cars because it was forbidden by the Law of Informatics. A toy couldn’t have a chip either. Nor a manufacturing facility could implement any automation. Totally crazy!!!!

The last thing one should ask is to have the ITU to be in charge of any regulatory environment. They are the reason why telecoms have been delayed in the last century. Luckily, today, the ITU is fading away and we have Forums in charge of networking technologies and telecoms and the Internet.
