Spengler is a fool. I caught that line too. I think you are being too hard on him. He was pushing to make a point. Funny you published Lincoln's first Inaugural. His Second was also posted here and the change in his attitude is astounding. I think Lincoln, like a lot of the North, went into the war with the compromise attitude he displayed in his first Inaugural. (although I think a lot of that compromise was Politics.) But four years later he was in it to the end.
