looks like every thing is there in that www.energycommerce.house.gov link. i read a bit and skimmed hundreds of pages, but all i am sure of after that is what the definition of a marginal oil or gas well is and at what prices of oil and gas the royalties get reduced. there is a lot of incentive text in the deepwater sections for exploration and production. i think i will wait to see some article in the press (maybe sunday) that tries to summarize some of the details.
