Since General Shelton was Clark's boss during the Kosovo campaign

Clark was playing "MacArthur" as NATO Commander and going out of channels to Clinton and the NSC. Drove Shelton nuts.

Uncle, I'd prefer to hear from his employees than his bosses. That's the essence of democracy. It's the view from below which matters and is more likely to reflect what's important. The view from above is more likely to value ingratiating fawning than what matters.
