Do you really believe that because some agencies believe something that it is not possible that the belief could be a fabrication?

As to what Saddam believed, perhaps you could enlighten us as to the source of your information.

Not one single intelligence agency believed in the downfall of the Soviet Union, but it happened, to everyone's surprise. I think there was a single French commentator that predicted the event.
