I'am sure that i will confuse the topic of removing data
we have on disks before we give the disks to others,
but incase someone wants more insight into this stuff,
I'll add more info here with warning it may be incorrect,
and i need help to understand it :o)

My understanding is that "Low Level" format programs
are only used for hard disks, not floppies, but I'am coming
from a Windows 3.1 era where DOS 5 has FDISK.EXE
which I used to void out the structure of the hard drive
that came with my pc having DOS & Windows installed
so that I could make two logical hard drives from the
single hard drive of my pc and be able to boot the DOS
or a very small Unix.

I think the real answer we all need is to find a shareware
format program that will run ones & zeros patterns on that
prior used 3 inch floppy we have that we want to reload
something else to give to another person and not worry
that they might try and read what was on it before.

I'am quite sure that old DOS FDISK program is available
in all the Windows prior to the latest XP, and if so then
one can make a bootable floppy with FDISK loaded on it
and run patterns on the hard drive to really erase the data.
