For sure central banks of China and Japan want to see stable USD which is important for their economies. Even European central banks would want the same, again to keep the European cars, wines, etc. from getting priced too high to be competitive in US markets. US is still the biggest consumer nation with voracious appetite for spending beyond every penny they earn and even go into perpetual credit card debts and loans.
