Seems to me that if a "memo" is "dismissed", the the contents must be erroneous and untrue. If the contents are erroneous and untrue, whats the purpose of classifying it?

Individuals who leak or purport to leak classified information are doing serious harm to national security; such activity is deplorable and may be illegal.

Does this apply to reporting the name and work details of CIA agents?
