some drugs like Celebrex are no more effective than aspirin according to my doctor.

If I were in charge of divising a plan, I would open up markets to canadian pharmacies or a list of worldwide "safe" pharmacies, that would cut costs by 60% right there. Next, get a set of MDs to produce a list of 100% covered drugs and those that are not, so Celebrex would be covered at 65% or something vs. the alternative generic covered at 100%.
