The Energy Bill that wending its way through Congress does the exact opposite. It is an enabling piece of legislation for the IPPs and Wall Street to further strengthen RTOs and massively centralize the system.

Solar is still economically impractical, but wind, biomass and industrial co-generation are all disregarded by the bill, while $300 Million is appropriated for basic research into solar. That should be quadrupled, at least, in view of the $20 Billion in giveaways and tax rebates to the dinosaur fossil fuel and nuclear industries included in the bill.
