One is a private citizen accountable to the IRS for the money he makes. The other is a government employee with far stricter terms and conditions on how they behave fiscally (both personally and in their job). Why do you think Dave Packard (in the good old days) quit Hewlett-Packard , and had his stock in a blind trust, while he was Defense Secretary ?
