Uncle, Waco seems to have involved more than "some military observers and advisors at the scene". For example, who was driving the tank which poked a hole in the building? An advisor? Or did some FBI agent get a quick training lesson in how to steer a tank without making a mess?

Where was Wesley when the raid was planned and were any people under his command involved in "advising" the police on driving the tank and other military equipment on "loan" to the police?

The Russians killed half the people in the theatre when they also killed the Chechens. The outcome at Waco was a lot worse than that effort and nobody inside the compound was threatening to kill the women and children.

But the main question is, what was Clark's relationship with the Waco raid? If he couldn't calm down and get control of a bunch of armed religious cranks in the open in Waco, he's unfit to run Baghdad, let alone the whole USA and a lot more besides.
