Kerry would be better than Dean at any of those policies. Especially on the global and military side. That's where Dean is really in over his head. Domestically Dean and Kerry wouldn't be much different, and whoever's president would have to forge alliances with the moderates to get past the GOP congress. Kerry is very friendly with the GOP moderates.
