You define a regime as part of the "free world" simply because they are an American ally (or puppet). To you, it doesn't matter if, in every other way, they act exactly like Stalin did.

No.. I define a legitimate government as any one which is clearly supported by, and is accountable to, the people living under its control..

It doesn't have to be a democracy, but obviously being accountable to its citizens, such a government must have a structure that facilitates such accountability.

I would also opine that inherent to any truly legitimate government is the concept of inalienable human and property rights, without either of which a democracy is likely to eventually fail.
