Our aggressive policy of serial unilateral Regime Change, and our demonstrated superiority in conventional weapons, means every nation who feels threatened by the U.S. (that's a long list, just read the polls) can only feel safe, if they have nuclear weapons Pakistan, Israel, France.... did not become nuclear because they were afraid of being overrun by the American "Hegemon". They did it for different reasons. For reasons of their own. Nations - and terrorist organizations - may have goals and strategies in which America may play only a peripheral, relatively small role. Excessively "Americacentrist" thinking may lead to an erroneous interpretation of world events.
