Pakistan, Israel, France.... did not become nuclear because they were afraid of being overrun by the American "Hegemon". They did it for different reasons. For reasons of their own.

Nations - and terrorist organizations - may have goals and strategies in which America may play only a peripheral, relatively small role. Excessively "Americacentrist" thinking may lead to an erroneous interpretation of world events.
