It was? Can you show us where any UN resolution related to Iraq states "contain Saddam"??

The goal was to evict Saddam from Kuwait AND restore international peace and stability:

And if you review UNSC 687 from 1991...:

... you will note that it "recalled" (reminded readers of) every preceeding UNSC resolution related to Iraq, including 678.

It stipulated what Iraq had to do to be in compliance with the cease fire accords.

Btw, take a look at paragraph 32:

It required Iraq to completely renounce terrorism, not prevent terrorists to reside in, or operate from, Iraq.

But if you will recall, Saddam attempted to assassinate GWBSr. back in 1993.
