A lot of this is about Health care. They want to be able to qualify under someone's plan, and with a marriage certificate, they can. The AIDS situation drives a lot of it. You get AIDS? Get a buddy with Health coverage to "marry" you.

No need. Already have common law marriages. In Texas, if I'm not mistaken, if you live together for more than a year, have three official documents together (bank accounts, car notes, leases), and refer to each other as husband and wife, you're hitched.

The issue of civil unions vs. marriage seems to me to be an area which is purely one for states to decide. I don't think people in Virginia have any reason to care what the marriage laws are in other states, but we don't have to recognize marriages that we find repugnant, e.g., if Michael Jackson decided to marry a 12 year old boy somewhere that allowed it, we wouldn't recognize it as a valid marriage.

If someone contracted a civil union in another state, and moved to Virginia, they'd have a problem, because we don't recognize civil unions, either. But as long as they stayed in their own state, no problem.
