re: It could mean that the force was commited by NATO, it could mean that NATO as an organization formally supported the action, it could mean the majority of nations in NATO supported the action with words or deeds but as seperate nations not as NATO, or it could mean that some NATO countries supported the action.

Or it could mean that France and Germany didn't do everything in their power to stop us.

You do admit that the political level of support, from NATO, from the UN, from an average of worldwide opinion has been lower for this adventure than any before (I'll except Vietnam in the latter years, though it actually may have been more popular, even at the end, than Iraq was pre-war).
