Technically speaking your right, however, it appeared to me and many Americans (if not the entire world) -- that it was just a semi-polite, face-saving formality. He provided a set of conditions that he knew "full well" would never be accepted -- and then essentially claimed that he and his were the only leaders serious about terrorism and the fallout of 9-11. It was a plan, it had a chance had this Iraq war been over on May 1 -- as he attempted to convey. But it ain't over, and many more American soldier's lives were lost (are being lost) then he or even many skeptics had anticipated. Worst of all, he has virtually eliminated ANY chance of getting another nickel out of Congress and so he had to do what any politician would probably do under the circumstances he himself created; He is CUTTING & RUNNING. -JH
