An "absense of open warfare" means peace. It may be an uneasy peace but its still peace.

So Iraq is now at peace?

If you come over to my house and plant a bomb, and then go find Tenchusatsu and hit him over the head with a baseball bat, then we are not at peace even if there is "an absence of open warfare between nations". Our country would still be considered to be at peace because you would be an exception, a criminal but not part of a war. If organized nationalist and religious groups are fighting against the government, frequently making deadly attacks and the government is fighting back then the nation is not at peace. Neither the terrorist attacks nor Israel's military raids and attacks are isolated incidents.

What about Zionist terrorism?

It never reached the level of Palestinian terrorism and it was mostly over in 1947. Also someone (I think you) said to me in a recent post, two wrongs don't make a right.

The terrorism won't stop until the Israelis play fair.

What would playing fair mean in an anti-terrorist war. If Israel didn't care about playing fair they could fight a genocidal war. Fortunatly they do not, even if some small % on their most radical violent fringe want them to.

The Iraqis are being given a free ride......not only will they not appreciate it but it won't work in the long run.

That can form the basis of an argument that the aid is not a good idea. The question of whether or not the aid is a good idea is irrelevant to the point in contention. The point is simply that they are getting a lot of aid, and more aid then Israel.
