The problem is that Clinton and Bush are not playing in the same landscape. You keep bringing up Clinton's budget, which is irrelevant because we were flush with cash.

When Clinton first entered office during a recession he did what he had to do to get the budget under control. In that case he raised taxes which a lot of people don't like but nonetheless it reflects a desire to manage the process vs. the Bush handouts.
