When judges started dictating tax law and micromanaging school districts

The classic case that I know of was Kansas City. I believe the Judge in that case ran the district for about 10 years. He made the State of Missouri "gold plate" the school system. At the end of all of his efforts, the kids were no better off, and, as I remember, were scoring worse.
