Jake, The bill is out of gas already. Daschle was just covering his "square state" ass. He had already been assured by the Whip that the PUBs did not have the warm bodies to fill the Humvee -- or at least to avoid a buster. Plus, no DEM will look poorly (perception) upon refusing to sign onto a Cheney proposal. Having Cheney handle a energy bill is tantamount to having my kids handle a bag of M&Ms. -JH
