Well, you have these savings - it's the Japanese savings in
US dollars -g-

The difference between US in 2003, and Japan in 1992 or US in
1930 is the huge accumulated trade deficit, and the status
of USD as THE World reserve currency. Which automatically
means there are a lot of holders of this currency, about to
get robbed. Chinese, Japanese, Europeans, etc. -g-
