The author assumes that high replacement levels are a good thing. I was interested in the survey results that showed the enormous difference in Religious belief. I keep harping on it here because this is a very secular board, and we tend to pooh-pooh it. I recently read a review of population stats. Seems we need three kids from each couple to maintain population. Takes care of the people that don't reproduce and early deaths. Called a 2/3 in the business. Europe is now down to about 2/1.8, a deathknell for them. Their only population increase is from the Muslim immigrants. So you can see where that will lead. Japan is just as bad off, and will not import people.
