Tenent declared "war" on OBL, as the most-wanted and most dangerous, as the Bush administration dismissed that and the handover of intel and warnings from Clinton's administration. That's also uncontested. They had 9 months, but did nothing. But that's the least of it. What they did in the hours and minutes prior to 9/11, and the months since are also hotly contested. I'm not a knee-jerk defender of Clinton in general, but this Bush administration has nothing to be proud of, and much to answer for. These are uncontested facts.
