I think you should see how much oil we have been importing from Iraq for years. You are accusing the USA of doing what the UN administrators and France, Russia and Turkey were doing with Iraqi oil. Many of the non CoW's had strong economic reasons to keep Saddam contained. Its not rocket science but just your imagination. The sweetheart exploitative deals were signed by France and Russia with Saddam. The Iraqi's wont honor these. They will be seeking contracts from investors from all countries on a competitive basis.
