That works if your rivals are following the same course. If they follow separate courses then you have to decide which of them to follow. Usually you have to have better knowledge of the waters and the weather.

The US is trying to follow two courses, a war on terrorism and a war to democratize Iraq. Bush II does not understand the waters and the storm arising from Bush II's ineptness was not foreseen.

As a sailor I like your sailing analogy when it is extended to cover real regattas, not match racing.

As to Bush II's ability to run a nation at war, he is tacking to the wrong rival(tax breaks). He may be able to tack to the right rival after the election, much to the surprise of those who vote for him(increase taxes to reduce consumer debt and the national deficit). But then again that assumes that Bush II is aware of the economic problems he faces and that Bush II can wait until after the election.
