yes, it appears that everything bad known about mtbe was known prior to congress mandating its use in gasoline instead of lead chemicals.

Kind of an interesting twist on placing responsibility for MTBE cleanup costs I happened on:

"Holding accountable the small mom-and-pop gas station owners whose underground tanks released gasoline into the water supply doesn't address the problem, as they aren't involved in the formulation of gasoline, have no choice but to take delivery of the gasoline delivered to them by producers and have no means of paying for the hefty cleanup costs", Summy said.
