A single nuclear attack even on Washington DC wouldn't lead to a military takeover, although martial law would probably be declared in the even of civil unrest, but martial law isn't the same thing as the military running the government.

If 9/11 had been a simultaneous nuclear attack on the Pentagon and the White House, we would have been in trouble.

Since that date, the feds have set up a shadow executive government in a hardened underground location in another state, and the Pentagon has set up redundant command and control posts elsewhere. The Homeland Security Department is hiring all the time.
