As I understand your question you want to find why these directories are being recreated upon start up.
Assuming adaware and the like have been non-revealing I would examine my start up program list, (msconfig.exe in W98 , don't know anything about these newer versions) and see if anything seems like it doesn't belong. If not AND you feel confortable I would search the registry for the "Crystal Decisions" if there is an entry then further examination of that entry might help you some more.
In W98 you can run regedit and then under edit is find.

Disclaimer so I don't get kicked out: Doing anything with the registry is dangerous, be sure that the problem is worth the possible solution.
