Bush NEVER speaks extemporaneously. Every word he utters has been written by a professional, vetted by Carl Rove and practiced by the Bush monkey until he's got it down pat. Even in his rare-as-hens-teeth press conferences, you'll notice he repeats the phrases he's practiced, even if they don't answer the question or fit the context. All his "public" speeches are given to Republican interest groups at fundraisers.
