Well, he and the other UN embargo-enforcers succeeded in destroying the Iraqi economy (what was left of it after the 10 year Gulf War, then Desert Storm), and the Iraqi military potential. But, sometimes it's HARD to clean up all the mess left behind by your predecessor: Bush I wimped-out, and made a festering wound WORSE (not to mention, practically destroying the good word of American Presidents by calling for rebellion, promising support just like The Bay of Pigs... and then withholding it when the dictator's slaughter started!) WAY MORE were slaughtered than in Bay of Pigs --- no wonder no one trusted our word this time and rose up in rebellion.
