IMO, Kyoto was just an attempt Europeans made, to slow the American economy - it is much easier to reduce greenhouse emissions, when your population is decreasing. The American Company, that probably most favored the Kyoto, was Enron - which shows Enron had at least some level of influence, in the Clinton Administration.
