File-by-file gives you much more flexibility. I believe that PowerQuest has a different product that does do a file-by-file copy.

Ghost and Paragon Drive Copy can do either file-by-file or sector-by-sector. (But Ghost is very, very slow at it, at least the last version that I tried.)

You cannot use a file-by-file copy program for Linux, other OSs, or for XP/Windows Server Dynamic Disks, mirrored sets, stripe sets, etc.
