There was no way to come to a legitimate determination about compliance, since they could always play games with the inspectors, and might have many more weapons caches than were under examination. As long as there were constraints like the inability to interview unminded scientists, or the chance to move freely and without any warning on alleged sites, something that was unlikely to lead to ultimate resolution was completely futile. Second, complete compliance meant little, as long as the means to recreate programs were readily available. Once given a clean bill of health, there would be a lot of pressure to lift sanctions, and the labs and clandestine purchases and so on could begin again unencumbered. Kay has already at least verified that the Iraqis were ready to begin production of WMDs as soon as we were off their back........
