We would first have to agree that the abuse was somehow equivalent.

Shouting and pointing your finger in someone's face might qualify as harrassment in some courts. However, It would probably be considered reasonable to treat a stubborn mule that way.

Harrassment is abuse. Sexual molestation of a minor child is also abuse. We do not punish the two in the same way. Not attending to your child for three days might be considered abuse. However, not interacting with a junk yard watch dog for three days might not be considered abuse.

I don't see how differences in punishment amounts to an inequity in treatment. It need only reflect what is reasonably compensatory or corrective with regard to the offense.
