What terrorist threat and to whom? Iraq wasn't a terrorist organization, it is a COUNTRY. Differentiate, as Shrubbery apparently fails to, between a government and a terrorist organization. Governments have a military and weaponry so they do not have to resort to terrorist (relatively small actual damage plus big psychological effect ---- by definition) tactics.

Governments are much more dangerous as they can inflict so much more damage. If you want to say that Saddam was involved in 911, go argue with Wolfowitz.
